13. Depends on what you are trying to fit in there, actually.
I often move stuff around in mine until it is full enough to run. What starts out in one spot may be better suited to another spot after I have some big plates or something to fit in there.

Mine is probably 20 years old and I know not as efficient as a newer model would be.

I also do not prewash anything unless it has some seriously gunked on stuff, then it is just enough of a wash to de gunk it then it goes in the machine.
