6. Most of the troops in Kosovo aren't American
That's the beauty of multilateralism, doncha know. Bosnia: ditto. It's assumed that both will have to be UN/NATO protectorates for some time; that's the ugliness of ethnic conflict. There's no immediate "exit strategy" because peacekeepers are still needed. The peacekeepers don't seem to be shot or bombed on a regular basis. Not at all, actually. That's the beauty of a well-planned postwar implementation.
