2. A tie between Wire and "Funhouse"-era Stooges
...although I suppose neither of these would technically be considered "punk".

Honorable Mentions (in no particular order) to:

* Gang of Four (punky, militant AND funky-- do the math!)
* Paul Revere and the Raiders (fuck the silly costumes, they could ROCK in their day).
* The MC5 (maybe not 'punk', but loud and political as hell)
* KILLING JOKE (although their style is actually a colision between 70s metal, punk and dub reggae. Either way they still pack a whallop, and singer Jez's apocalyptic visions are harrowing to say the least).

Glad to see somebody still gives a damn about the OL' SKOOL punks, too!
