Laws about what time construction can start in residential neighborhoods?

Two years ago, my wife and I moved into a neighborhood that was still under construction. A while ago, they finally finished all the houses around ours and continued down the block. Recently, however, they started putting in two more homes two houses down from us.

New paragraph! This morning, right around the same time as we woke up, they started in with VERY loud banging, over and over and over and over again. My wife said she was talking to some people at work about it, and they told her it was illegal for builders to start before a certain time. Has anybody heard of such a law? (We're in Pennsylvania, by the way.)
