13. He's just the only one that printed the information
There were six journalists all together who were told about Plame's identity.

In fact, I think that at least one of them has already talked to Joe Wilson about it (trying to remember an interview with Wilson from DN awhile back). That's how Wilson came to the conclusion that Rove was involved, IIRC.

This fact is going to make it kind of difficult to come up with a substitute 'fall guy'.
