It is about US encouragement, enabling and cooperation!! You don't think Bush wants to have people reminded of what the very guys in his admin now did back in the '80's... to have it come out and be everywhere on the media?

That said, a thing like hte trial of Saddam Hussein doesn't happen over night. Until well past election '04.
