Is all this repression due to American training as well?

Repressive governments and brutality flower just fine without American intervention. In fact, the most brutal massacres and the most blatant disregard for human rights take place where there is NO professional officer corps, NO professional training. The Army can't change the basic nature of foreign trainees in a couple of months. But without this training, foreign officer corps are almost guarunteed to experience ZERO exposure to human rights-related training. The existence of a professional police and military are vital to the existence of a stable democracy.
