You sound like a reasonably intelligent person, so don't be fooled. Telling Biff and Co. that they get to run the country for four more years when he cannot be re-elected is like going to the rowdy frat house and telling the guys you are yanking their charter, but they have four years until getting shut down and expecting them to behave. You know they are going to trash the place and strip it clean.
