23. They'll learn enough to make the right decision in the run
up to November. Certainly the majority (but not, I think, an overwhelming majority) are not paying attention right now. But the folks who usually vote WILL pay attention at some point (perhaps as late as a couple weeks before the election) and make their decision then. I believe that non-political Joe American WILL vote against Bush when the time comes. After he pays attention for a time.
