Many European countries, well NATO as a whole offered the US to train Iraqui troops and police OUTSIDE Iraq, in neighbouring countries like Jordan, Dubai etc... other Arab countries or even on their own territory.

This was turned down by Bush. That's why the NATO engagement has been so little. Bush wanted more foreign troops, not really training.

BTW some research going back to summer 2004 and before will show the official statements these countries (including France and Germany) made about the training of Iraquis....
