...withholding his indictment of Rove (whom he's nailed on perjury), would be something substantial that helps him around Libby's obtruction to the main conspirators. My guess: Rove has given him a new twist of some kind, for instance, that Rove himself was the victim of a conspiracy to put him out front on the Plame outing and take any legal heat, and maybe someone misled him on the legality of what he was doing.

My wild guess was Miers. She wasn't WH Counsel in '03, but she was there as an "asst" to the prez and deputy chief of staff. A possibility for someone Rove might consult. Also a possibility for toadyism--doing, say, Cheney's bidding. And she did withdraw her Sup Ct nomination rather abruptly in the middle of all this. (And then there's Fitzgerald's mysterious visit to Bush's personal lawyer Fri morning. If it was his Sup Ct nominee Miers, Fitz might have wanted to advise prez lawyer personally, even if Rove had already told Bush.)

Just guessing. Wildly.
