4. There are two situations...

I was a poll worker a few years ago.

Case 1) Anybody IN line at 8:00 will be allowed to vote.
Case 2) If there are massive problems, a judge can issue an injunction to leave the polls open. This will, of course, be attacked as a liberal judge imposing his/her will. That will not be the case, of course, but it will be attacked.

I'm ready to bet that such an injunction will be sought. It may even be in the works right now.
