4. Just understand, these people want to grab power, not use it

They're afraid of the political consequences of a Kent State in Wash. DC. so they just want to bluff, intimidate, be seen to be prepared, and then leave everything to police so that they take the blame for anything that goes wrong. To them grabbing statutory power is a substitute for doing something real, same as invading Iraq to fight the terrorists, it's a substitute for things they'd rather not attempt like crack down on the Saudis.
