14. I agree, this post illustrates several important points, but...
still the problem I have when I read the NRP that the language is so vague that I'm not sure what it's saying. For example, what exactly does "proactive support" mean?? Does that mean troops on the ground ahead of time? Troops ready and waiting? How many troops? What will their roles be?

It seems to me that, unless more detailed plans were worked out between federal and local officials in ADVANCE, even if the NRP was carried out to the fullest, you'd still end up with a bunch of people running around not knowing what anyone else was doing.

Basically, it still boils down to coordination...
