It might take a year to PROPERLY train and equip the personnel, but that's only if you're worried about the soldiers in the field and their well-being. Obviously these constraints are irrelevant to the current administration. As such, they could probably get the draftees into the field within 12 weeks. After all, they believe all a grunt needs is a uniform and a gun and he's good to go.
