21. VPs aren't supposed to be very active in policy making
Cheney has an active role for obvious reasons. Gore had sort of an active role, but that's because he and Clinton liked each oher and Gore was meant to be Clinton's successor, so they wanted to make it look like he did something in office.

If you've ever watched any episodes of the West Wing that feature Vice President Hoynes, they usually dipict what a more typical President/VP relationship is. The President and the VP don't particularly like each other and the VP absolutely hates his job because he feels that he is above it and that he should have won the nomination and become President.
