Make sure to note that their AUP (Acceptable Use Policy) paragraph 7.2 specifically prohibits defamation websites.

He'll get another ISP, but we can complain there as well. Eventually, he'll give up.

I called the ISP a couple of days ago, and couldn't get anyone from their abuse department on the phone. Though that shouldn't stop anyone else from doing so; it wouldn't hurt for them to get phone calls in addition to the emails.
