I cannot imagine that Rove was behind it.
Frankly, the only way he could be, is if the
admin needs a covering story even at the expense of
soiling congress with this hideously divisive ploy.

I agree that it seems like Tom DeLay's game, with Frist going for the attention. He did, however, in the process give us the ultimate Anti Frist commercial--
