My son was cited for holding a cigarette (it was his friend's, honest!) and missed his court date, unbeknownst to me and his dad, and thus there was a warrant out for his arrest. He was cuffed and taken from school to the juvenile detention place and I had to go pick him up there. He's 5'11" and 120 pounds, not much of a threat to anyone except himself.

Guess it's just routine to cuff people, ridiculous though it may be.
