I just found a story at Radio Free Europe:

Yup - it's the same photo. So the photo must be from North Korea.

But the filename of the photo is:

rferl.org/images/photo/iraq-nuclear.jpg

So it appears that what's going on here is that there's one photo going around that people are just throwing into articles about <insert axis of evil member here> nuclear sites.
