Thank you very much for the input, we REALLY appreciate it. Your feedback has been invaluable. You've made it quite clear that you think the idea sucks, and would probably be unworkable, and we accept that. Further Admin discussion of a member moderation system will be shelved, and most likely permanently. For the forseeable future, we'll keep on keepin' on the way we have been.

The feedback has given us some other ideas though, particularly some of the suggestions about rewarding positive behavior. In fact, elad's working on something right now... :)
