16. The campaign could have done better
on a few things. They did nearly nothing to quell the lies of the "Swift Boat Veterans"; Kerry did not put out step by step plans for his policies, and so the average American had trouble understanding what his plans were; there was not a clear vision. Not enough of a stance on Iraq; never really addressed the flip-flop issue; etc, etc....
This is all assuming there was NO fraud, of course.
