You don't even know what the guy is doing.
Was he lying down? Was he standing up? Was he armed? Unarmed? Hell you can't even tell us if he was conscious.

All you know is that a Marine says he was wounded, and that another Marine fires his weapon and says "he's done" (or words to that effect). Even if the guy was wounded, and then shot by the other Marine, shooting a combatant is allowed, even when he is wounded. So how do you know he wasn't a combatant? I can't say one way or another, but you are making the accusation.

Pretty strong accusation your making, where's your evidence?
