14. Research "Team B" Experiment
and also look at the Rumsfeld Commission. Both of these projects wanted to prove that collected intelligence should be analyzed within the framework of a political agenda. They both suggested that a radical restructuring of the CIA take place.

Guess who was on "Team-B"? Answer: Paul Wolfowitz

The OSP was set up to manufacture intelligence for the Iraq War, very much like Team-B sought to make the Soviets a bigger threat than they were. Here is a clip of what "Team B" determined to be factual intelligence about Soviet nuclear subs:

(Snip from above article): "Team B's failure to find a Soviet non-acoustic anti-submarine system was evidence that there could well be one. "The implication could be that the Soviets have, in fact, deployed some operational non-acoustic systems and will deploy more in the next few years." It wasn't a question of if the Russians were coming. They were here."

Sound familiar?

CIA reorganization has been an issue for Rumsfeld, Cheney and Wolfowitz.....plus the entire PNAC group for some time.
