The title and the second part of the post were satire. However, there were still Canadians who were claiming that Michael Moore violated Canada's election law. Here is the news article from the Canadian TV network:

The mayor of Sarnia is willing to make U.S. filmmaker Michael Moore an honorary citizen of his city to help him beat a possible Election Act charge. Bradley made an appearance in Moore's Academy-Award winning documentary film about U.S. gun culture, Bowling for Columbine....

Moore has drawn the fire of Queen's University student Kasra Nejatian, who is also president of Ontario's Campus Conservatives. He feels Moore broke Section 331 of the Canada Elections Act by urging people not to vote for Conservative Leader Stephen Harper during this summer's federal election."
