29. yeah that would be too easy
On a more serious note:

How about requiring each candidate to make a 30-minute
position speech on TV -- with caveats. It has to extemporaneous.
No teleprompters. No earpiece radios. Nobody holding cue
cards.

You know, high school speech team students do this.

It would at least let us see whether the candidate can
construct reasonably grammatical sentences, string those
sentences into coherent paragraphs, let those paragraphs
present and defend an idea.

Seriously: I don't think George Bush could do this.
