Somebody, or some group, working behind the scenes is trying to create a double-play by attempting to implicate Junior for committing impeachable crimes, and by attempting to discredit Tenet in regards to the Iraqi WMDs.

IMHO, it's a mistake to misjudge Tenet, and Woodward appears to have done so. But I do put stress on the word "appears"...all is not what it seems to be when trying to understand the world of intelligence.
