The distinction between the two categories is, I think, decided by the devotion to a neoliberal approach to public problem. In a very practical sense, if you're more inclined to agree with what The Economist recommends for a particular problem (reworking market incentives, workfare, etc.) rather than what your average mushy Democrat would, then centrist is the right answer. If you don't, then moderate is.
