TALLAHASSEE, Fla. -- Back in Florida's capital for the first time since the 2000 election recount, Bush campaign Chairman Marc Racicot expressed a feeling not normally associated with those uneasy 36 days: a bit of nostalgia.

"So much happened and there was so much effort by so many people," Racicot said Wednesday. "To us what happened in Florida was a triumph in democracy. It wasn't a blemish."
