What's with all the secrecy?

Try this quote from the SOTU on them, especially in light of the fact that the 911 report absolutely dismisses all ties with Al-Queda. Why was this held until after they could get their happy little war?

"Evidence from intelligence sources, secret communications and statements by people now in custody reveal that Saddam Hussein aids and protects terrorists, including members of Al Qaida."

When we were at our most vulnerable, he terrorized us to get every little thing he wanted, regardless of its effect on us.
