1. It fits with their narrative...
Everything bad that's happened in the last 7 years was a result of Clinton policies. Bush did the best he could with what he had to work with and was finally turning it around. Too bad we couldn't keep him another 4 years.

And after a Dem gets elected, in two years they'll be saying: Not much has changed, but those few positive things we can point to were brought about by the Bush admin.

And in two more years: "You see now the policies of the Bush admin. which have come to fruition, which the Democratic president is taking credit for. In reality (s)he is getting our country into deep doo-doo once again just like Clinton did. We must stop him/her now, and even if we do, we'll be getting blamed for their policies again during our next administration. Still, we must try.

All that said, however, let's not be lulled by this article into thinking the Repugs are not going to really make a go of it in 2008. They will. And they'll pull out all the stops and throw every dirty trick into the mix and probably a few new ones.
