11. It's a towel smack
but it's meant to sting.

All the reporters are supposed to act like trained seals and laugh at the totally inappropriate interjection by the Chimp in Chief, and when the reporter moves beyond the awkward moment then he or she looks like a total asshole for asking a tough question when they're all having such a swell time. It's one of Chimperor's nasty ways a demeaning the reporter and throwing him off his stride by making the whole focus turn on the reporter, not to * where it should rightly be.
He's notoriously thin-skinned, and this gives him a way to be a dick to a reporter with everyone watching, and still have it be seen as him just "connecting" and being "friendly."

The classic inappropriate "friendly" outreach came when David Gregory asked Chirac a question in his native language while on his native soil. Chimpy couldn't hide his fury and made that remark about, "He says a couple French words and he thinks he's INTERCONTINENTAL." He couldn't hide his cruel intent behind the words and it was very telling.

All this hilarity and joking are always on Chimpy's terms, which are not in the least bit "friendly" or evidence of trying to "connect." Thinly disguised put downs, nick names, head rubbing, commenting on appearance are all about control and abuse of power. What a little, little, man he is.
