22. well except for the time..
when Maktada al-Sadr (sp?) was in charge. We can't have two bogeymen at the same time. That confuses the population. And NBC suffers.

It goes to our inability to realize we have multiple groups of enemies. The fact is we have lots of separate groups looking to harm our troops and kick out the invaders.
