Maybe because he doesn't actually want to alienate Kerry. Should Kerry win after Blair giving Bush such a photo-op it would strain relations between the Kerry Whitehouse and Downing Street. This exact thing happened to John Major when he vocally backed Bush Snr in the race against Clinton.
