sole power for the Executive branch to determine who is a terrorist. Obama's veto threat is because he doesn't want to have to report to Congress on any action he takes in this regard.


"Johnson said only the executive branch, not the courts, is equipped to make military battlefield targeting decisions about who qualifies as an enemy."
