14. The Army Corps is receiving blistering criticism from the locals.
Some of it is justified, some isn't. Many are critical that the Army didn't run the dams all winter. That forgets, of course, that the storms that caused this excess runoff in spring. Had they run the dams and those storms had not come, then the Army Corps would be getting slammed for letting reservoirs get too low.

The Army Corps continues to insist that the situation in Hamburg, IA is an aberration, and that the levee system as a whole is in good shape. I am hopeful, yet skeptical.
