37. There's a policy problem and a political problem.
he's trying to solve his policy problem by blowing sunshine up the economy's ass. He's banking that the economy needs confidence. The sunshine message might result in a political problem for 2012 if he winds up being wrong. If winds up being right and that what the economy really needs is consumer confidence and we get some growth back in time for next year's election, then his political problem is solved.

We can argue if that makes sense or not. All I'm saying is that's what their strategy seems to be.
