I don't know. the best I've heard is that absentees are added at "some time during the election day." Some areas handle them at the preceincts, some in a central location (Milwaukee for example). So I don't know where that would leave them in the AP reported results. I would assume that areas with all precincts reporting in have all the ballots--absentee and otherwise--counted. Maybe that's the holdup with Milwaukee. I can't imagine there are that many absentees in some of the smaller precincts though.
