Here in Japan, most people would describe this level of contriteness to be "atarimae" (expected).
He is crying out of a sense of responsibility and contriteness. It is atarimae.
He is not doing it "to get sympathy".
It is atarimae and no one here feels bad for him in the least, I am sure.
