The "Rust Belt" (Auto Manufacturing States) will be hard hit --- the "Big Three" are sitting on their hands with respect to alternative fuels and stretching the mileage of cars. There is no American Mini Cooper, SmartCar, or Prius on the drawing boards, and no real understaning of the combustion chemistry of the alternative fuels (except for MB's work on biodiesel).
