This has been another edition of "Simple Answers to Simple Questions".

But I digress. The OP focuses on dynamics that came to full fruition during the years of a Republican controlled Federal government. Bills of Attainder (Eli Lilly Company and Terri Schiavo) were normal despite their unconstitutionality. Citibank's transformation into Citigroup was made legal after-the-fact.

But the dynamic is changing. To beat the phrase "past as prologue" a second time today - the Exxon Valdez legal maneuverings that kept compensation in unresolved for twenty years spoiled the environment (pun intended) for BP. Bills currently circulating through Congress to open government's process of reconciliation, earmarks and financial underpinnings will bring more to light for everyone affected by policy.

Government will change its behavior. We see that happening already, if one cares to look closely.
