Wasn't getting it done- and was seen by the electorate not standing for- or standing up and fighting for anything.
This despite being a reasonably competent technocrat and even better diplomat. He also had a tendency, like Obama to rely too much on an insular kitchen cabinet- though there's considerably more backstory on that.
