This is selective assassination.

However, I must say I find it fairly impressive the creative euphemisms American administrations come up to justify these sort of actions. The communiques from the US government for the better part of this century are starting to reek of newspeak. And given that we now have a Nobel Price of Peace winner conducting a two front war with selective assassination programs on the side, I take the whole doublethink is here too. Orwell was off by a few years... but Raygun and the rest of merry American administrations sure seem to have read his book as an instructions manual.
