"We cannot be constrained by the minutiae of democratic formalism. The people of Spain have spoken. Thugs like Aznar must go if we are to support democracy in the region," said Powell in reaction to massive demonstrations in Madrid against the unpopular Spanish strongman.


Okay, he didn't say that. I was just wondering what it would sound like if he did say it about a country that wasn't in Latin America or the Caribbean...
