This is an example that has nothing to do with education or defense, but it angered me enough that I will probably remember it until I die, even if I get Alzheimer's.

Until the 70's or 80's, very little was spent on researching women's health. Almost as soon as the feds announced that they were going to start remedying that {finally), the feds used money earmarked for research on breast cancer to buy assets from Russia's space program. (Until policies changed, even most breast cancer research done with federal money had been done on men.)

Rationale? To study the effects of weightlessness on breast cancer. Wink. Wink. Yet, that money would have shown up as research re: health and, more specifically, women's health.

Bearing in mind that example, I'm sure a lot of defense programs could be easily classified as education, or almost anything, really.
