It gets locked into the enamel and remains there throughout one's life. The amount of exposure can be determined by grinding the teeth up and having radiochemists run them through a massive radiation detector.
As strontium particles spark off (decay) only every 15 minutes or so (which is how they can tell how much is present by its decay rate) they have to wait for TWO "sparks" to measure the exposure.
Some samples in the US measured in teeth as high as Chernobyl (lobsters in Long Island Sound had higher amounts in their shells and soft tissue meaning it is in their food chain btw).
