You're not supposed to spend money there, but no one will stop you from flying there from another country - you just have to book it as two tickets.

There was a story recently where a guy went to Cuba with the express purpose of causing a scene when he came back to the US - it didn't really work out that way though.

I say that if you want to go, go. I'd love to, but don't have the time or money.
