20. A 58 year old disabled man who committed no crime other than
supposedly raising his voice in his ownhome was arrested for "loud and tumultous" behavior. A policeman, having determined no crime was committed, should simply have left the scene. Instead, he put the homeowner under arrest.

Even if you believe the police report (Version 1) and nothing else, that's stupid.
