Could be a souvenir hunter snagged an envelope of ballots to sell on eBay. It is going to be tough to give them back.

It is hard to imagine an individual thinking they could influence an election by taking one envelope of ballots, but the minds of Republicans do not work like ours.

(on edit, maybe I shouldn't have assumed the minds of Republicans work at all)
