Yes, the governor can declare a state of emergency pursuant to state law and, yes, have the national guard forcibly evacuate residents.

The U.S. Court of Appeals for the First Circuit has noted: "Almost every state...has adopted statutes providing for the exercise of police powers in the event of an emergency or disaster (such as fire, flood, tornado, or hurricane)."
